What if you took the line on the tank side of the primer bulb off. Attach line from tank to a 12volt pump and run it off the battery to confirm you have good flow from the tank to the bulb. If so remove the bulb and hook the line from the 12v pump outlet to the line going to the engine and see what you get. Maybe a bad primer bulb?
