Sweeper runs but doesn't pivot

We hooked up our snow sweeper yesterday and the sweeper spins fine. However, it will not pivot when trying to angle it left or right. Could the hydrolics be frozen? A code/ computer issue? Hydrolics line? Any help would be greatly appreciated
