I have a 2011 323D. If the throttle is less than 60% the machine labors and whines if you try to move it. In fact, if you try to move it, it can bog down so badly as to kill the engine. My Bobcat S150, can be moved at idle slowly with no complaints. Not possible with the Deere. I thought this was a weakness of the 323D, but I recently found another 323D owner that claims they can move at idle without issue.

At 60% and above it seems to operate normally.
It also really sucks down the fuel.... I would say 2x or more that of my Bobcat.

What could be the source of this issue?
 
That was one of the first things I checked. I pulled the hose off the turbo while it was running. The turbo was spinning and pumping out a lot of air.
Did you check the finals? Pull the plugs and check for metal. Clogged air of fuel filter can get you too. Excess track tension causes bogging. Just a few ideas.
