S1 85 will not idle up

S1 85 skidder will not idle up, any turning or raising the bucket only bog it down until it dies. If I squeeze the bulb, it will idle up when the throttle is said high, but it immediately go back to low throttle when I stop squeezing the bulb, I have changed the fuel filter and the fuel cap seems to be working properly. I cannot get the bulb to pump up hard when the bleeder valve is open, but when the bleeder valve is shut, it will pump up hard.

It doesn't have enough fuel flow. Check your fuel transfer pump.Тhere is a strainer on the supply line in the tank that may be clogged also.
