Rated Op Caps for CTLs and SSLs

I'm confused, why are Compact Track Loaders rated at 35% the tipping load and Skid Steers are rated at 50%?While comparing skid and track loaders, would you compare them at 35% vs 50% or 35% vs 35% or 50% vs 50% Why or Why not ?

I was told it is because the ctl are expected to be ran in soft conditions not hard surface like a ssl. We had a t190 that would lift circles around a s590 that was rated for more lift
