milky hydraulic fluid

Hi all, I had to patch up the hydraulic reservoir tank with welds because of fluid leaks.My bobcat has had the hydraulic fluid replaced twice, but the fluid is still milky. The tilt and lift are very weak. There are no visible hydraulic leaks anymore. What could be causing the milky fluid??
 
sometimes excessive small air bubbles can make oil seem milky. pour some off in a glass jar and see if it separates if it does it is water if it turns back into good looking hydro oil it is air. ( this might take a bit of time to happen, like overnight)

also some oils have better anti-foaming agents than others so some oils will foam some. like 10/30 is engine oil not the same anti-foaming agents as aw-46 or universal tractor fluid.

I'll give that a try. I use aw-32 hydraulic oil. Hopefully i can get closer to the cause of low hydraulic power in tilt and lift functions.

hopefully your problems are just air in the system, air compresses fluid does not and that could be your lifting issue.
