Lx865 error code 03

Well after several years of use with no problems, I'm back. My old username was T-Man. This is a 1998 LX 865 turbo. I am getting error code 03. It says in the book that it is a shorted / open circuit on the hydraulic solenoid. My seat has two pressure switches that I think both work I've tried to test them and the seatbelt switch.I would like to know exactly how you're supposed to test those. The machine starts and runs fine, but the bucket and boom locks stay engaged I have taken the solenoids out and watched them and they retract in and go right back out. I'll gladly take any advice, thank you!
