LX665 Governor Issue??

Still working on getting the LX665 up and running that has had hydro issues. Now it appears I have some issue with the governor. Engine is freshly rebuilt top to bottom with a good turbo and reman injectors. Engine bogs easily. When I drive up a large hill at say 1/4 throttle, engine will start to bog down(which is normal) As I continue to drive I will reach over and push the throttle up to full throttle, but nothing happens. If I stop forward movement(and take load off engine) the engine RPM picks up to full throttle, and I can go right up the hill no problem. If I put the engine at full throttle before I go up the hill the machine will go up the hill without a problem. It appears the the governor isn't giving the engine more full to maintain RPM under load. I did switch out pumps to another used pump to see if that made a difference, but it didn't. Any ideas?
 
Are you getting an adequate supply of fuel to the injection pump? If the governor itself was good then you might have a broken or missing spring on the internal throttle linkage. There should have been two springs on the linkage when you had it apart. The problem is, you can only see one of them with the pump removed and it is not the one you need to see.

I don't think fuel supply is the issue because you can put the machine at full throttle and the rpm goes right up and the machine has power. I could pull the line to the pump off and turn the key and make sure there is good supply. When the engine was rebuilt(4 hours ago) new filters and a new electric pump were put on. I assume the only way to get at the governor is to pull the front cover off the engine. Right? I didn't do the rebuild on this engine. That's a little above my skill level.

You are probably right, but, always check the easy things first. The front cover must come off to access the governor and linkage.

Checked fuel supply. Electric pump has good flow and filled up a pint container pretty darn quick. After a little more test driving I think its down on power across the board, and bogs down easy. Looks like its time to tear it back down and look at the governor...
