Lift pedal locked

I have a S 175 bobcat it won't lift pedal is locked there are no beebs no codes tilt works when you put bar down and push operate button the right 3 lights come on but lift pedal stays locked....I replaced lift selonoid...I un hooked linkage and pedal is loose so it's not rusted not sure what it could be I font know much about how they work any help would be great
