Leaking hydraulic access cover

I have a Takeuchi TS60V and it is leaking hydraulic fluid from the seal around the access cover for the hydraulic tank? I ordered a new access cover. Is the tank supposed to be pressurizing up? Or is there something else I should be looking for?

First, I have never worked on a Takeuchi.
That being said, hydraulic tanks usually have a breather cap so that the tank does not pressurize. When the hydraulic fluid heats up it expands and so the air at the top of the hydraulic fluid needs to be able to move freely in and out of the tank.
