When I try to start my 170 all I get is a rattling from the solenoid. I pulled the screen off the motor and see that the starter gear is meshed with the fly wheel. My understanding of starters is that when you engage, the starter gear throws forward into the flywheel. I don't know why the gear is engaged when the starter has no juice to it. When I push on the starter gear, it seems spring loaded and returns to mesh with the flywheel. Any ideas? Also, any easy way to get the starter out? Doesn't seem to be a lot of room.

It sounds like the bendix which is like a clutch. this is the part your refering to. Its stuck in the engaged position.
With the rattling solenoid it sounds like either the battery is low or has a bad connection.
Sometimes with a low battery the bendix will hang up like that. Charge the battery and check the connections and try to start it. If it starts the bendix will disengage. It should disengage after cranking.
