Ignition timing one Bobcat M-700 with a Wisconsin VH4D

There is line on the PTO end of the crankshaft and a Line on the PTO end plate. Lined up is that TDC or 28 BTDC? (Which I think is what the Timing should be.) any help would be appreciated. Bobcat M-700, Wisconsin VH4D.

I have attached a photo of the 721 loader specifications. Not sure if this is your specific machine but it does show that the Wisconsin VH4D timing @ 750 RPM (W/Vacuum Line Off) 25 BTDC and the timing mark is on the crankshaft pulley.

I appreciate your help. My problem is my crankshaft pulley is facing the front of the skid steer and not accessible.
