FORD CL340 weak drive

Recently acquired a ford cl340 from a farmer. First skid steer and dealing with hydraulics. Farmer told me chain was broke so one side wasn't moving. Also told me has one small leak on a lifting cylinder.
Pissed all over my buddy's new trailer and all over my driveway in one night.

Anyway, I fixed the chain and the leaks however I have the following issue.
The lift and tilt function great and seem to have plenty of power shower the drives will not move independently. I have to actuate both the right and left handle to get it to move at all. It also drifts pretty bad to one side. One side does appear to be weaker but neither really seem to work.
What I've done: replaced all filters and cleaned strainer
Replaced one drive motor
Rebuilt pump
replaced several hoses

Replacing one drive motor just kind of moved the ailment from one side to the other. With the replaced drive motor side if I push forward it'll rock a bit but still won't move independently. The motor does not bog at all so I don't think that's the problem, it'll only rock a bit if I have the motor maxed out to 3400rpm.
Pulled apart the pump, it looked fine saw no smoking gun, is a vickers vane pump and not original but neither is the motor.
Any help would be greatly appreciated.
