Ecl-1 Code?

-I put a new fan belt on.
-drained all the coolant and put new in
-I didn't quite fill it to the top but it's a few inches down in the radiator.
-radiator was leaking but i temporary sealed it with jb weld trying to finish this job( I'll get one ordered soon, no more leaks though I think )

Im getting the ECL-1 code then it shuts the machine off. Where should I start ?

Radiator coolant low ?
Also check sensor & wire to it.

Ok no codes ! I guess from full it took a bit down past sensor. I can see it circulating with the cap off pretty happy. It's showing only 1 bar on the top right computer?
