How can I move/tow a disabled machine that cannot be stated? Is there a way to release the wheels and steering to move it a short distance like into my garage or onto a trailer. Thanks.

The only way is to use brute force, remove the drive motors or un-couple the hoses to the drive motors. When they are full of oil, they are essentially locked. They will roll, but very slowly and you need a LOT of force on them to do that.
So long story short, there is no easy way to get it to roll.

If you are on a hard surface you can put four wheel dollies (Northern Hydraulics) under each tire, it will move fairly easy then.

Believe the 1845 c had a spring applied hyd released brake that would have to be disabled, not sure on the 1845b
