Case 1818 Dies out

I am needing some help I have a case 1818 that won’t start unless you mess with the cable that you see in the picture once you move that it will start it will run for a while and then die out then if you mess with the cable it will start again I’m really not sure if that is for the choke or for throttle. The lever inside for the throttle is stuck is well any suggestions on a fix for it

Not sure what that could be either, it's near the carb, could it be something to do with a fuel cut solenoid?

Best Idea I have is to visit the CASE web site and look at the parts diagram to help figure out what the cable runs. More than likely it is the choke, but cant say for sure. usually if the engine runs for a bit when the choke is pulled, then dies when it is off it indicates a fuel delivery problem.
