bobcat s250 electrical problem

I have a s250 skid steer, when I turn ignition key on, all instrument panel lights come on right side but no power to left side for 30 seconds. After 30 seconds power comes on, machine starts and runs fine. It use to show a count down and would start immediately. Now no count down or power for 30 seconds every time I turn key on. I installed a new battery, cleaned and checked all connections, tested all fuses and relays. Replaced right side instrument panel/ ignition switch. Still no power to left side for around 30 seconds. Not sure what is causing this delay in power, anyone have this problem before?
