My bobcat 743 started leaking on one of the lift cylinders and this is what I see. It feels like hard plastic sticking out. Is this a blown seal or something else?

Yep, likely your pressure seal is being extruded out.

Over time, they harden up and fail.

If you dismantle the cylinder and take the seals and gland/piston to a hydraulic seal shop, they will be able to match up seals for you.

thats what happens over time, the plastic is the front seal, you could take it to a hydraulic shop, take both is my recomendation but you can also buy rebuild kits and do it yourself.
