Bobcat 453 - Rebuilt control valve flows auxiliary super slow.

I was using this stuff (grapple, auger) on my 453. It started leaking at the control valve and I had Bobcat rebuild it but it doesn't work nearly as well. Now my grapple moves super slow and has no clamping pressure. It seems upon visual inspection that the hydraulic valve is moving fully in both directions, just low to no flow. Thoughts? (Also have a question on an S70, and yes the attachments all work perfect when connected to my excavators hydraulics) Thanks!
 
If you flip up the cab and move the leaver back and forth, can you see the spool moving an equal amount? If not, it could be the control cable.
The only other thought is that there may be something amiss in the BICS circuit, assuming the aux hydraulics are tied into it.

It totally seems to move fine and all the way both directions. All lights go off on BICS, that seems fine.
