I need to know where on the front and back its safe to attach a chain to tow out a stuck in the mud pickup?

Ther best place to pull with a skidsteer is the top of the bucket. They all should hav a hook weld there, then you can pull with the hyraulics of the boom or the wheels.
You won't be able to pull much from the rear of the machine as it will lift the front tires unless you put a load in the bucket.
It just works much better to pull from the front.

What size/grade chain. Is it not a good idea to pull backwards with chain attached in front in case it snapped?

So I guess I should get a hook welded to the outside top of the bucket in the middle. Do I need to reinforce that area or just weld it solidly.

The middle should be strong enough on most buckets. Look closely at your bucket there and see how heavy the material is. Most bucket have a beam there that tranfer the force from the quick attach to the oputside edges of the bucket.
I have also seen where a hooked was welded on each side at the top. Right on the outside edges.
A 3/8' grade 70 transport chain will be strong enough for steady pulls. I never like jerking on something in a attempt to pull it.
This way you can lift the loader arms to get the right amount of downward force on the front tires for traction and hopefully protect the operator with the bucket.
You can also use the bucket tilt cylinder to pull in cases when the wheels want to spin.
