318D pedal sticking only one way

The boom pedal only sticks but only for the boom up function. The control valve is brand new. I lubed all the joints. I'm thinking of replacing the pivot shaft and ball joint as they are both rusty. Any suggestions?

I found the problem. I disassembled the left foot pedal. I found the pivot shaft rusted to the bellcrank. I drove the shaft out. Polished both the inside of the bellcrank and outside of the shaft. reassembled and reinstalled it. It was seized together. now it works just fine.
