260 John Deere skid steer parking brake issue

My 2000 260 skid steer parking brake won't release and the boom won't raise. The left pedal will not unlock however the right one does, allowing the bucket to operate when the motor is running. The engine runs for about 15 minutes at 1/3 throttle, then blows a 15 amp fuse to the key switch. The cab harness and the display have been replaced. The previous owner bypassed the safety seat switch and the belt and ran it this way. I am thinking of replacing the seat belt switch. Any suggestions would be appreciated.
 
I would start with the safteys they are there for a reson and you might just find out one of the wires that the PO took off is now shorting out

The safeties were all jump out, thus they are not connected. I will check them out. Thanks. This has been a two month project, trying to get this thing going.

Checked all the possible shorts and found none. I did discover that the seat belt switch is still good although disconnected. As I said, the safeties have all been jumped out. Well, if anyone has any other suggestions on why I cannot release the park brake on this 260, I sure would appreciate any input!

Take a look under bobcat skidsteers there is a guy having the same problem there is a filter in the drive motor that can do this maby yours has something like it
 
It's probably similar to new Holland and there is a cover between your feet that covers the valve body. There are two solenoids there in the body ,one for bucket and one for boom. It sounds like at least the boom one is either not getting power or is shot. If the bucket one is working then I would suspect the wiring is shorted to the boom one and probably causing the fuse to blow also.

Display would have been the first guess. I would check solenoids. The electrical system on these loaders suck. Way to much stuff tied together. Once chased a short for 2 days to find a piece of solder floating in a light socket

I checked the solenoids according to the Deere book. They all checked bad. I think I am not checking them correctly as one I know is working. Any advice as to how you check them?

Thanks , all three of you guys. I printed out your suggestions and it will give me some places to look. The forum doesn't seem to let me answer a post once another has posted.

If possible I would switch the 2 solenoids and see if the problem follows the solenoid. Also you could unplug 1 and than another to try and isolate the problem
