250 Series II bogging down

My company recently received a JD 250 series II that is having some issues. It starts and runs fine but when put under a load (pivoting left or right, scooping, lifting a full bucket ect) is boggs the engine down and sometimes causes it to stall. I haven't had an opportunity to do too much with it yet but from my quick inspections fluids and filters seem to be good. The machine is pretty clean and well cared for, and knowing who we got it from I doubt it was abused too badly. Any thoughts on where I should be taking close looks at? Another issue is the parking brake, it feels and sounds like it engages and disengages, but the led light on the switch and warning panel do not turn off. Faulty sensor maybe? Or not disengaging all the way? I don't know much about how skid steers operate so any help yall can give is much appreciated.
 
Bogging down like this sounds like your engine isn't putting out the power it should, it could be from a blocked fuel or air filter, making it starve.
It could also be the govenor, not throttling up to handle the extra load.

Make sure to check fuel filters. There is a spin on and a inline one. The online one can be difficult to find as they tuck them in pretty well. You could also have a weak lift electric lift pump

You can check the fuel pick-up (transfer) pump.
