2007 S100 BICS test

Any ideas on how to test the BICS [Bobcat Interlock Control System] board? The tilt/lift is locked out. Light won't go out. Light for seatbelt goes out after a while although there is no switch. I suspect I need to replace the board but I'd like to make sure first.
I may disconnect the battery for a while to start with.

I bypassed the BICS but still had no tilt/lift - bad solenoid. Yea - shoulda tesed the solenoid first.
