GA, USA Auction acquisition...serial numbers don't match W-N website's serial nos. for parts or operator's manual(s). CAnadian, European origin? (Kompaktlader?)

To All: Considering purchasing this machine, but seller said the boom cable (up/down) is broken. Is this something I can handle being reasonably skilled or it this a dealer repair? Seller said cable was $105.00 (What am I getting into as for doing the repair?)
