743 idle issues

I have a bobcat 743 that was leaking around the delivery valves on the injection pump. Had the injection pump "rebuilt" and reinstalled it and the machine wouldn't idle. It surges at idle and smiths out when throttled up. Have since had the injection pump looked at again by a different shop and verified ok and replaced the injectors.
Still surges at idle any suggestions welcome.

did you get the governor springs and linkages installed correctly? having a mind fart now I can not picture the kubota 1702 governor in my head.

Yes the fuel rack pin on the pump slides into the fuel shutoff lever. There are two springs one inside another that go from that lever up to the governor.
