Zenith side draft carburetor

Rebuilding zenith side draft carb off melroe m500 ,kohler k662 engine. My question is the main jet does not screw in but drops into it's bore and is loose. Is this normal? Engine is running rich, but have read where this is common since gas has a tendency to puddle on these old motors.
 
After some research I have found out that the main jet is supposed to be fixed. I've just got to come up with a way to make it snug in bore and still be able to remove it if I have to

Can you lightly hit it with a pin punch to make small burs on the outside of the jet tube to make it a snug fit so it can be removed still?
I'd have said loctite, but once it's in, it's not coming out again.

The book is annoyingly vague on this, both in pictorial and written coverage. All it states it remove the jet and fiber washer. Perhaps the fiber washer is supposed to fit snugly enough to keep it in position?

Yeah I can't find any good carb diagrams. This carb ,zenith 272041 model 12a10 has a small round rubber insert with a small hole in it and a small brass cylinder @ 1/4 inch that is not shown on any diagram I've seen. I was however able to get a carb kit.
