I recently replaced the front wheel seals on my S250. All is good, sucessful. Then my brother n law wanted to use it. The back seals began leaking. I took my tools to his shop to replace the seals in the rear. I forgot to take the red thread locker used around the wear ring, per manual. Now both rear seals are leaking again. I am wondering if I will have to install new seals and wear ring or just take it all down and reinstall with the thread locker applied. Or was the lack of thread locker the problem? In case someone is wondering why thread locker, the manual uses it not to hold a bolt but rather as a sort of gasket. App 20 hours on the machine since replacing the wheel seals and wear ring.

It's hard to say, i like installing all seals with sealant just in case a piece picks up when being knocked into place.
The big issue is you will probably damage the seal and wear ring while removing them...

I was just getting ready to do this job, reading the manual. I realized that it is not loctite thread locker but rather loctite sealer. I have never used this.... and can not tell exactly what I need. Several loctite products come up when I google it. Second, it says to put it on the inside of the wear ring. How will I remove these wear rings? Do they break off with a cold chisel?

I believe the two are essentially the same. It just makes sure they don't fall off.
If you are only replacing the seals, you hopefully won't need to do the wear rings too. Get the seals out and check them for wear. If they are not too worn, just clean them up and install new seals. You may want to knock them in slightly deeper to run on a non worn part of the wear ring.
To replace the wear ring, you need to pull the axles out, so you will possibly damage bearings and have to replace them.
