What years to avoid for application

I am looking to purchase a Skidsteer for maintenance and constructing/expanding a storage facility. We have several Deere tractors and a new gator, and a local dealer with great support. Im thinking something like a 318 size (used a buddys, did well sizewise)
When did, if ever, did this size start with emissions? It will be used infrequently, so id rather avoid emissions. Any models to shy away from (sizes)?

stay under 75 hp to avoid def, that is why there is a lot of 74 hp machines.
