Bobcat 600 with VH4D engine. What is this copper tube in this video clip? It is hanging loose with only one side connected.

What is this tube on Wisconsin VH4D?

I haven't found any info but my best guess is that it attaches to this little threaded hole at the bottom of the intake nozzle. The copper end is only an inch from there and I'm guessing it is basically a PCV s to pull unburned gasses from the crankcase back into the intake. The other end is attached to the governor. Having an open hole like that was bypassing the air filter. I need to find an elbow to screw in there that will attach to the copper tube. I'm learning a lot about this machine and in the process of rebuilding the engine.
