Valve won't unlock after actuator replacement

My 863F with AHC controls had a leaking tilt spool which filled up the actuator with oil. the actuator started to fail gradually, it worked for shorter periods of time until not at all. I just resealed both control valve spools and installed a new tilt actuator Before doing the work, the valve lock light on the BICS module would light up until I would attempt to move the tilt control at which point it would immediately turn off . the lift would still work at that time and not cause the valve to lock. maybe I'm forgetting to do something or maybe I reconnected something incorrectly but the light will not come on at all now. is there any calibration required on an F series? any obvious things to check? Fuses?(BICS fuse looks good)
 
Does the unit have spool lock solenoids on the front of the vavle by the acturators? Early ACS used floating acturators that connected to an other standard vavle. Later designs bolted the acturators directly to the vavle at which time I'm pretty sure the spool locks were removed. Possible you crossed wires and plugged a spool lock into the aux solenoid, same style connector. Otherwise you didn't forget to plug in the bics solenoid? Those are my best guess.

I've tried every possible combination of connecting harnesses that I could think of. One actuator is the old style, the other is the new style. I've switched them around several times, checked to make sure their spools are not jammed, and tested actuators while disconnected from spools. New controls, new main control, new BICS panel, and new valve lock solenoid have made no difference. also. checked all harnesses to make sure they are clean.
