Valve locks when using tilt

It seems I've narrowed the source of the valve lock light turning off and being locked out of tilt and lift functions. When I lower the seat bar and press the traction button all lights on the BICS turn on. I can use the lift and tilt for a short time. it seems that specifically when I use the TILT that tilt/lift stops working and valve lock light goes out. I also noticed that the tilt seems a bit sluggish just before cutting out. I took apart the right hand control and tilt the cab up to look for frayed wires but none so far. got a bit excited when I found green oxidation in one of the harnesses coming from the hand control, sprayed some electrical cleaner and reconnected & disconnected the harness a few times. maybe i need to clean it more? the corrosion was on just one of the pins.
 
The tilt acturator is most likely failing. When the system locks out, get the service code displayed in the hour meter to see what the detected fault is.

My gauges are analog. the machine is a 1998 863F with Advanced hand controls

Info like that would be handy in the original post. Something of that vintage should have two LEDs on one of the sticks. Both should be on. When a fault occurs, the LEDs will flash a blink code. Still leaning towards a bad actuators.

I've never seen those LEDs work during the few months I've owned the machine.
