If the pedal is locked and can not move, then the only thing that would cause the boom to raise is a crack in the valve. If the pedal is not locked, then the pedal could be sticking or the valve spool centering spring could be broken. The pedal should be locked when starting in the service position. If not you need to correct that safety issue.
