Traction and hydraulics locked

I have a S630 Bobcat the press to operate bottom is flashing and will not engage when pressed. So traction lock will not allow it to move or the arm to go up or down, but the tilt still works. Petals are free and not locked

Start with checking all the fuses and the solenoids. How many hours on the machine?

5300 on machine but less than 5 since a new engine install and total wiring overhaul.

Total wiring overhaul ? I would start there, check all connections
