TL 10 keeps popping 15 amp fuse to CTL 2 & 3

Looking for so insight. Working on TL 10. The issue is as follows. CTL 2 & 3 15 amp fuse keeps blowing when cranking the machine. Turn the key on and no problem. Crank the machine and the fuse blows. Hoping somebody has run into this issue before and can give a little guideance.

If you think about it , I would say it has to be with the starter relay or the wire to it. disconnect the wire from the switch on the relay then try, if it does not blow , and I suspect it will not then it is in the harness , possibly several safety switches will be involved . I am not familiar with you machine but it is a start.

The short in mine was in the wiring harness under cab in the wire cluster below the CPU
