I got the up/dn hoses on left lift cylinder crossed, after blowing the cylinder seals I had them rebuilt. I tried the hydraulic lines before reinstalling the cylinders, both down cylinder lines are pumping oil all the time with pedal is in neutral ? I can move the pedal to lift and the lines switch and pump oil to lift but when pedal returns to neutral is continiously pumps oil out the down lines.

The entire circuit has charge pressure including cylinders, when you remove a line when running it will be pumping oil out of the lines in neutral position. This is normal for your machine.

I second that reply. The lines always have pressure in them, even if you aren't operating the controls. Totally normal, you won't blow the control valve up doing this.
