testing park brake solenoid.

My bobcat 763 G is blowing a park brake fuse after one use. It works once then goes. I have pulled the solenoid, it has a red,black and white wire and I am reading 11ohms with it un plugged on the red and black wires but no other readings come up with other combinations of red white, black white. Should I be testing it using ohms unplugged or voltage while trying to use it?
 
Disconnect the plug and see if the fuse blows again. If not, its a shorted solenoid.
Black is ground, red and white are pull and hold, not sure what is what. One will be a low resistance winding for pull, the higher resistance will be hold. If its shorted it will keep blowing fuses.

bought a new solenoid, haven't installed it yet, at work.
