My t250 seems to be set lower at high idle. The high idle is set at about 2380 and the manual shows it to set at 2550 to 2575. When I am traveling full speed forward and backward I have to let back on the sticks to let the motor catch up. Also seems to spin over about twice as long as it should before starting. Is this a pump timing issue? How do I set the idle up or which way should I go with the pump to set it up?

I don't think that small difference will be doing much.
Have you changed your air and fuel filters? Is it blowing smoke? it could be a turbo issue too.
Being a tracked machine i believe it will require more HP to move the tracks than a tyred machine. Just how steep is the hill and how hard are you pushing the sticks forward?
As for starting, its possible your glow plugs are burnt out or the timing circuit is not working either. Jusst how much cranking does it take to start it? The starter is also an option too, does it take a bit to crank it?
I have an S250 with a 3 litre turbo Kubota engine, it was hard to start too, it turned out to be bad connections on the starter. I would crank it with a good battery and it would turn slowly, the bolts on the starter were actually getting hot. I Changed the earthing point to the rear alloy cap of the starter, it now works great, starts easily, no excess heat.

Tazza, it takes long enough to start the engine that it makes you wonder if it is going to even crank sometimes 10 seconds. I replaced the battery and that did help. It does this hot or cold. It does like a high rpm start as if the battery is slightly low it needs help with the jumper cables. I have ran a t300 quite a while and it didn't have a power issue like mine does now and I can't see the 3hp difference makes that much. It wants to lug the engine down on flat ground. I have not changed the filters yet as they were changed 20 hrs ago. I have checked the starter connections and all is good. The glow plugs are working as I get white smoke when starting when cold. I am thinking the pump may be out a little but not sure how to check the pump timing for optimal performance. It seems to use more fuel than the t300 I am used to. I plan on changing all fluids and filters as the hyd filters have about 350 hrs on them.

White smoke does not mean the plugs are working, it just means you are getting fuel and the air charge is not hot enough for it to start ignition. Slow cranking can also cause the air pocket to not get hot enough.
Can you crank it to get it going then shut down straight away? go into the engine bay and feel the connections around the starter all the way to the battery, feel for any hot spots. If there are any, its a power drain and will cause it to crank slower. Even check the back housing of the starter, if the brushes are worn it will get hot and lower power.
As for the power, even though the filters are quite new, check or change the fuel filter, if its slightly plugged it will reduce the power the engine can generate. On flat ground it shouldn't bog down at all.
