T200 No tilt no lift, where are these supposed to be mounted?

Working on a T200. It is an electrical nightmare. First issue is it won't start unless I jump the shut off solenoid. I assume that is completely unrelated to why the arms and bucket don't work. There are spliced wires all over the machine, the fuse box was laying on the floor board when I started this. I see each of the controls have this "spool lock solenoids" just dangling from the arms, see photo. Where are these supposed to be mounted? I'm not sure that is the only issue here. When I start the machine, with or without the bar down the machine will move on its own. So some safety locks have been bypassed. I'm not sure where to even start with getting the arms to move and making the machine even halfway safe again.

Oh also it has codes 05-22 and 18-07

OK Code 018-07 is Spool Lock Solenoid open Circuit --- most likely a damaged wire or damaged solenoid. There should be two solenoids mounted on the control valve.
Code 05-022 is Travel Pilot Pressure out of range low--same issue probably the wire somewhere damaged.
The Fuel shut off solenoid might be damaged on the PULL circuit that's why you have to jump it.
Do you have the schematic from the machine? I would start with putting all these wire back in OEM conditions. Check your Fuse box as well, they like to corrode and break wires off.
 
I agree with FWC. Always try to begin from original configuration. If one thing has been changed for any reason, it may have a domino effect with these modern electronically controlled machines. When someone changed the second thing, it's a multiplication of errors. It rarely gets better and might not have been correcting the original fault.
