Slooow Hydraulic Action on 453

Hydraulic action is very slow - both lift & tilt action. Fluid level checks out ok, and engine has also had time to warm up. Machine is now 16 years old with 2300 hrs. Pump? Valves? Not sure what to check first. A big thanks to anyone who can advise!
 
aux hydraulics turned on? that makes the tilt and lift act funny.
Thanks for responding Tom. No, auxilary hyd. are off. Under "Troubleshooting" in Service Manual it lists (3) possible causes - (1) cylinders leak internally, (2) hydraulic pump is damaged, & (3) control valve is damaged. Action seems to be more "slow" than "rough".

If the arms were to fall back down pretty quickly i'd suspect bad piston seals. If they are slow to lift and the aux is not engaged, i'd suspect the pump is worn.
The only way to confirm it 100% is to do a flow test. loader parts source have these pumps available.
