Its been a while since I had to diagnose mine. If I recall correctly, my dealer told me the timer limits the amount of time that the pull coil in the fuel solenoid receives current.
My understanding was on the older models, the pull coil was energized while the engine was cranking. Once the key was set to the run position, the pull coil was de-energized and only the hold coil still received power to keep the fuel shut-off solenoid retracted.
People were overheating the pull coil with periods of extended cranking.
Bobcat added the timer before the solenoid. If you put the key in the RUN position, the timer will energize the pull coil momentarily and then will automatically de-energize the pull coil and keep the hold coil energized.
The fuel solenoid has three wires. A ground wire, one wire to feed the pull coil and one wire to feed the hold coil.
You should be able to tap into the hold coil power wire at the fuel solenoid and check the voltage. You can also check the voltages before the timer and you can manually apply power to the fuel solenoid to verify whether it is operating.
