S770 Lift Arms will not go down

My lift arms will not go down. Go up. tilt back and forth but will not go down.. I can put them down manually. Any ideas?
 
There is usually a red knob on your right side near the seat, it is an emergency lift arm lowering valve. You twict and lift to operate it.

I use the red button to get the arms down. Not sure why I don't have hydraulics like I should. Going to check out the drive belt.. Maybe it is acting up. The arms are jerky going up.. wont go down. Tilts back fine. Tilts forward slowly.

Jerky operation sounds like air in the system, how is your oil level?
