S250 low on power

I have 2600 hrs. on machine, max rpm I can get is 2400-2410. I have changed Fuel filter, and both air filters, that did seem to help a little, before replacing, I would not reach 2400 rpm. Any thoughts as to what might be causing this
 
Is it smoking?
Low on power, you can feel it boging down when operating it?
Ensure the bleed screw on the injector pump is fully closed.
If the engine does not bog down, it could be a slipping drive belt?
I assume it runs a V3302(3) turbo kubota engine? It could be a turbo issue too.

thank you for your help, it is not smoking. it does feel low on power, very slight now after changing filters, runs about 2410 rpm when in gear at wot. Seems like rpm starts to climb, when accel. then seems to go flat at 2410, when i compare to our other skid loaders, they seem to run at 2480. not much difference but seem like you can tell. I have not looked at bleeder screw yet, or belt. It is the kubota turbo, but I thought the symptoms would be much worse if a turbo were the problem.
