S220 code 13-07

I have two problems with machine when I try to start machine the glow plugs relay starts clicking machine will start off with screw driver at starter and next the fuel cut off soliend has only 5 volts on yellow or white not sure what exact color is

I wonder if it could be a bad fuel shut off relay or corroded fuse or fuse holder?
