One of my S130's which was given on lease has come back with a badly welded bucket and welded tilt cylinder tilt bracket (body side). Need suggestions on how can I get the same repaired to proper quality

You need to host the pictures on a site like photobucket, not our hard drive for them to show up.
If you repost them, i'm sure we can give you the details you need to repair it.

the bracket is so crooked that if the cylinder rod was not bent it may be now. the nail in the pin is a nice touch but no big deal.

Hopefully the rod isn't bent, but its possible if its not, it has worn the gland and the piston from being pushed to one side.
If you remove the bosses and re-align it correctly and weld it back on, i see no reason why it won't work. I have to agree with you that its badly welded, or at least aligned. The welds look strong, but why is it so hard to line things up first?

There are 2 bobcats here with cylinder bracket weld problems. Believe you are referring to one jointweld done in small patches on both sides. Both machines were checked by dealer and he had given the clean chit. But I am not happy, so need the guidance. Pl suggest how to patch and what sort of weld finish
