Rated Operating Capacities for CTLs and SSLs ?

So I have been looking around and why are tracked loaders rated at 35% the tipping load and skid steers are rated at 50? When comparing operating capacities would you compare 35 to 50 or 35 to 35 percent? Should one do that or just compare 35 to 50%?

True, and in retrospect that would of been the logical way to do things but now why is there a 35% I saw that someone said it's because CTL's are desgined with softer surfaces or something like that in mind. I'm am yet to validate this. Thanks Kroog for the reply and your input!
