Parking brake dilemma

Anyone have any insight on the parking brake on a 243 HD. The one I am working on was assembled wrong and did not work at all. One of the pivot arms on the caliper was on backwards and the short spacers were toward the inside. there are 3 spacers per brake. Two of the spacers are larger diameter than the other. So I assembled mine as follows. Over the caliper mounting bolts first goes a washer, then the longer of the two larger diameter spacers, then the longest spacer that is smaller diameter than the other two. The brake pads go on next then the shortest spacer of the three. So as far as i can tell this is how the book is trying to say it but doesnt. I also have the pin in the pivot lever in the forward slot. After assembling it looks like the pivot arm is close to bottoming out on the forward part of the opening that the dust cover attaches to. So it appears that it would be better to put the cross pin on the pivot lever in the rearward slot on the caliper, but the book says to make sure its in the front. The rotor is good, Pads are good as far as I can tell. Im told that the brakes on these never were very good. I can see why. Anybody have any experiance like this?
