As I understand it, the lap bar sensor must send an "I'm down" signal to the computer before the computer will unlock the traction and lift/tilt solenoids. In your case, the lap bar sensor signal isn't getting to the computer for some reason. As Tazza suggested, try removing the lap bar sensor (mine's on the left of the cab at the pivot point of the lap bar), then tinker with it to see if the lap bar light will come on. I've never heard of anyone having any luck jumping any of the lap bar connector wires together. I tried jumping wires on a similar seat sensor with no luck, back when I didn't understand how those sensors worked.
