They have electric lock solinoids right on the hyd valve, these should unlonk when you fasten the seat belt and start the engine.

There should be two (I think) lock out solenoids located on top of the control valve. Before you go taking everything apart look for the simple things first like a seat switch(es) that doesn't work or the seat belt interface switch not working. On my machine LS185.b the seat switch wiring actually broke off just before the seat switch. The solenoids are basically an electromagnet that has a small metal plunger that drops into the valve spools when they are not energized. If you push too hard on the pedals you can shear off the plungers in the valve. Easy to repair though: look for a solenoid with two wires going to it. Unscrew the solenoid and look for the plunger to stick out about a half an inch (I think). A broken plunger can be removed with tweezers or a magnet. In an emergency you can install a pipe plug in the hole and continue working---just remember you lose all safety features with the pipe plug in there.
