I did replace both the 15 amp and 6 amp circuit breakers in the engine compartment but I now suspect they were good before as I have always had power to start it intermittently. When I turn the key to "run" the sol light comes on so I am pretty certain that the restraint system is working correctly. What does not happen is the "start" led on the control module does not illuminate, the engine does not turn over and the white wire with dark blue strip does not receive voltage when I move the key to the start position. The control module does get 12v through the white wire when the key is in the start position. The unit will not crank with the control module toggle in the service position. I can have someone jump the starter at the starter solenoid and the machine will work as it should. It is not getting power to the starter relay when the key is turned to the start position.
